Task bar not changing to theme, tried "classic start menu" and "start menu" with reboots in between

Could be something got corrupted in the installer when you downloaded it. Try downloading one more time and reinstalling it after completely uninstalling this one.

Are you using any other patches or theme applications? Also do you see HDThemeEnabler in your Processes in Windows Task Manager?
